I believe a mixed system is what Samuel Murray was talking about.
Pootle generates PO files from the POT file. Translators then translate the PO files. Whenever a new POT file becomes available, the PO files are updated with the latest strings and the existing translations are merged into the PO files. However, if there are existing PO files from *outside* the Pootle
system, they can be uploaded by translators themselves (if they are granted sufficient rights). When uploading an old PO file, you can choose to either overwrite the PO file in Pootle completely, or to translate only those strings that are empty (and where conflicts occur, offer the old translations as suggestions).You are right a mixed system is better.

The main question about moving into a totally online system is that
most of us don't have access to the internet the whole time, and for
me, for example, that download the po files and translate it mainly on
my office where internet access is quite restricted by a draconian
usage policy...
I would vote for a mixed solution, where we can keep the po files
online, translate it using the online service or download it, translate
offline and then upload the modified files back online. I'm pretty sure
pootle can do that, can't it ?
