I am in a smaller office with only three routes and an aux route.  If these route adjustments are coming and we are able to take off of the aux route do we have to absorb the whole thing or does anybody know if we can still just absorb some of it.  I don't think we can absorb the whole route.  It's too big to do so.  This letter doesn't really clearify if we can do so or not.  It sounds like that we can.  Isn't an aux route there for to give to and to take from anyways?

I MY OFFICE WE NOW HAVE 5 J ROUTES 3 SUBS. I AM THE SECOND RCA IN THE OFFICE.MY POSTMASTER TOLD ME THAT I WAS ONLY GOING TO WORK 1 DAY WHILE THE SENIOR RCA AND THE 3RD RCA WOULD NOT GET REDUCED HOURS WHAT SHOULD I DO.

Do you have a matrix?  Is your postmaster/supervisor going by the matrix when the schedule is made?

Sounds like you need a new matrix to be created.  Was a new matrix created when the subs for those routes resigned?

I WAS TOLD BY PM THAT ONCE THE MATRIX WAS DONE ANOTHER WOULD BE REDONE.IT WAS DONE IN 2007.AT THAT TIME WE HAD 5 SUBS

I found some documentation on the Union's website that says this:

11. Is there a time frame for redoing the matrix?

A. No. When circumstances create a large number of blanks on the matrix
due to conversions, auxiliary route assignments, etc., management should
review the list to determine if some movement of qualified leave replacements
or cross training is needed. (Analysis of Changes National Agreement 1995-
1999 pp. 25)

12. When redoing the matrix, can management change all the route
assignments?
A. No. Should management decide that some movement amongst assignments
is necessary, only those qualified leave replacements desiring to change
assignments will be affected. (Analysis of Changes to the National Agreement
pg. 25)

I MADE A REQUEST TO CHANG ROUTE ALMOST A MONTH AGO PM AS OF YET TO GRANT THE CHANGE AND THE NEW ROUTE CHANGES TAKE PLACE ON SAT.

It's hard to say what to do cuz I don't know the details.  Do you have a local steward in the office?
If not you should ask your state steward if you have any recourse here.

I think it depends on which routes you are qualified on.  They only have to train you on one route, and they can only require you to know 3 routes.

I TALKED WITH HIM HE SAID THE WORK SHOULD BE GIVEN OUT BY SENIORITY.NOT BY MATRIX HE TOLD THIS TO PM.PM SAYS SHE CANNOT MAKE ME AN OFFER FOR THE ROUTE TIL THE CERTIFIED MAIL COUNT NUMBERS ARE BACK.AND WE BOTH KNOW THEY ARE.PM FOR SOME REASON DON'T WANT ME TO CHANGE ROUTES

I KNOW 4 ROUTES THE SENIOR KNOWS 4 AND THE 3RD KNOWS 4 AND WE HAVE 6 ROUTES 5 ARE NOW J'S AND WE HAVE ONE H ROUTES.

Good luck.  My primary route is going down to an H on saturday, so all I get are my aux route hours and whatever days she takes off.

I am in a 5 route office with 1 vacant route.  Due to the count, 2 routes are 42K, 1 route is 40K, 1 is 41J and 1 went to 44H.  The vacant is a 42K.  Mgmt says we can rebuild off the vacant for the J & H route, but not the others.  Depending on how much we could rebuild, we would likely still end up with an Aux route.  Mgmt is saying the District does not want Aux routes.  Everything I'm hearing and reading is cut, cut, cut.  Posting the route and hiring another full-time employee does not seem cost effective to me.  Losing a full route would also put our office below level 18, which means no Supervisor - another cost savings.  
The letter regarding adjustments and assignments says that routes can be rebuilt - all the way up to a 46K!  If this route posts, we have lost all protection from future mail counts, which I don't think will be going up anytime soon.
So, who's telling the truth?  Is the PM trying to save his Sup on the backs of the rural carriers?

Any insight would be greatly appreciated!

We had a route drop to a 39H.  We have an aux, but they are not going to build the H route up.  I think they are leaving the routes vacant because of the FSS impact.  Are you expecting FSS in your office?

We are on FSS list, but according to our PM don't think we will see it within the next 2 years... for all we are allowed to know, it could arrive tomorrow.  If they are holding our routes for FSS then why don't they say so, and how will letting a vacant route go help us when it does come?  We will have nothing to build from.

We have a real wierd situation in our office too, really confusing, had two vacant routes and one aux.  One vacant route went up for bid, the other and the aux are supposed to get dissolved and added to the substandard routes.  So now, we have a vacant "nonexistient" route and a "nonexistent" aux route (as of April 25), that do not have subs, yet still need to be carried until they get split up.  That work is being assigned by seniority, *but*, not the whole week, it is like, top of seniority, gets five days combined shedule (with their primary assignment), lower in seniority, less days of scheduling as work is available.  Our newest sub has three days next week.
