If the senior RCA declines to take over an auxiallary route, can she still be first in line for that same route when it becomes full time?

If the aux route turns into a full time route and it is put up for bid, then all of the regular rural carriers get first crack at it. If none of them want it, then it goes to the senior sub. It doesn't matter who has been doing the aux route. The senior sub will get the residual route.(a.k.a. leftovers)
