RCA's assigned to and serving routes that have government provided vehicles at their disposal should not be required to accept routes requiring personal vehicles unless management provides a minimum of 6 weeks notice in order to complete any repairs to make the vehicle route ready and then only in the event that the RCA can be guaranteed a minimum of 12 additional work days per year to work routes without LLV's.  Any deficiency in meeting this requirement by the post office will result in post office paying the carrier @ 50% of RCA's principal route compensation for those days the post office is unable to schedule the RCA on personal vehicle routes.

I have one thing to say to this… NO.  

And please note I am not trying to attack you, and I am sorry if my post below sounds like I am.

When you took this job you were told that you are required to have a car that you are able to deliver mail out of.  We have no guarantee in this job that you will get hired on to do a route that has an LLV.  So I would like to ask, how is it fair that I as an RCA on a 100 mile rural route to pay maintenance?  In my years as an RCA I have work and carried any and all route that management have called me in for with and without training.  And by the way I start as an RCA on route with an LLV.

Also your idea that management should guarantee you 12 days on a route that doesn’t have an LLV is just silly.  Management can’t guarantee you that you’ll get 12 days on a route that require you to use your POV.  You have sub on the matrix; you have subs that are higher up on the seniority list maybe that are going to knock you out of work.
