Proposal for explicit versioning

Hello all,

Attached is a list of changes I am proposing based on discussions on Oct 7. I invite the community to comment and critique this proposal. I believe that the proposal follows the consensus achieved at the developer meeting as well as follow-up comments via the mailing list, but definitely speak up if you feel something is misrepresented (or just inefficiently implemented).

As per the previously announced plans, if there are no significant concerns raised regarding the proposal in two weeks, then it will be considered approved by the community and will be included in the next version of XCCDF. (Any revisions to the proposal will reset the clock.)
