Be it resolved that each carrier, regardless of mail withdrawal credit, receive credit for one timed trip to all distribution cases immediately prior to pull down strapout of cased mail.
reason for change: The final withdrawal of mail from the distribution cases does not allow for the casing of the mail contained therein. Credit for flats and letters is given based on casing standards, such as 18 per minute in the case of letters. Not having a method to case the mail retrieved during the loading operation means this mail should receive additional credit for handling above that which is given to raw mail, or time MUST be allowed for the retrieval and casing of that mail.
