#1228: Greater use of left hand column for portlets; new look right-hand placement

fine ideal, but the [

look] tendency to use the right-hand column, for portlets that were
previously at left, makes the site feel very back-to-front in some places.
Most noticeable with navigation portlets; to me this type of portlet feels
very wrong at right hand side. Maybe a dyslexic opinion.
Personally: I tend to use right hand column for contextual stuff. Echoes
of right-click/control-click contextual menu behaviours.
