#1182: Missing links in trac browser

In the default trac skin, there is a 3rd box with context links, which is
missing in the new plone.org trac skin.
For example, in the browser, you'll find the 'Last Change' and 'Revision
Log' links here, and in the ticket module the 'Available Reports' and
'Custom Query' links. The timeline and wiki modules also place links
there. They are wrapped in a div with id "ctxtnav" and class "nav"; this
div comes before the "content" div within the "main" div.
These links are the only means to get to certain functionality; there is
no other link to the custom ticket query builder, for example.
