Generally speaking, it's always best to use the latest release because
it will have the latest fixes. But I've been tracking Audacity bugs
since well before 1.3.8 and I cannot recall a report of what you
experienced before now. That doesn't mean it hasn't happened
before.
I think the bug the other developer has in mind was one where the left
track of a stereo pair would disappear if you reduced the size of the
window. That is indeed fixed, but I don't think it's anything to do with
what you experienced.
It's possible your issue was some other kind of view or redraw bug
that might have been resolvable by fitting vertically or expanding or
similar. But more likely I think that the project got corrupted, maybe
due to an earlier crash. But if so, I'd have thought the actual recovery
of the project might have been faulty.
