Turn linking off, and don't worry about what happens if you turn it back
on. Only work with a single audio track (generate DTMF is good for
making test tracks, but only up to a point). Select the whole audio
track and the label track, and see if you can get that to work.

Write a description (on the wiki somewhere) of how you think it will
work first (including as many edge cases as possible), then look at
implementing that. Things to consider:
* What happens to a label that starts in a silence that is being
truncated?
* Ditto ends?
* is completely in a silence being truncated?
* is completely in a silence being truncated, but sticks into the
silence that is being preserved at the start/end ?
* spans a silence, but starts and ends in non-truncated areas?
* had both ends in two different silences?
