Other developments: TclText, Tdict

I made new releases of TclText and TDict, today.
For TclText, I made minor improvements to the FTP module (derived from my recent enhancements to TclUP), and the HTML template wizard thingy.
For TDict, I made a fully platform indepenedent binary file by wrapping the tcl script with FreeWrap.
