New test for the tag cloud problem (github issue 6)

Hi all,

As per my promise on #mojomojo today, I'm attaching a test (for t/c/  
directory) to test the tag cloud.

It currently fails, and should pass when the tag cloud is more like a  
cloud and less like a completely overcast day :-)

I'll take a look at that code and see if I can provide something more  
than just a failing test next time :-)
