New developing policy has been adopted

Hi everyone,

Now, I'll move in the new developing policy since the next month,
that is, three-month-cycle scheduling.

The first month is bug collecting phase.
The second month is fixing phase.
And, the last month is reserved for testing and preparing for the new
releases.

In the new developing policy, all the bug report must post on the
bugzilla, not here.
But constant patches from well known people are permitted as an exception.
(For example: translation files from usual people)

This time, there are too much bugs reported on the bugzilla,
I shall the bug collecting phase should be doubled. :)

- SUMMARY REPORT -

Changes

New releases:

* SCIM-1.4.8:
- Fix "ISO Level 3 Shift" composition problem.
- Fix configuration scripts to fit with newer build environment.
- And so on.

* SCIM-Bridge-0.4.15:
- Reduce virtual memory usage.

* SCIM-Tables-0.5.9:
- Update Cantonese table.

Remaining bugs:
* None

Waiting bugs:
* Three patches from Peng Wu.
* Extra language files for Input-pad from Ronald Stroethoff.
* Too many on bugzilla.

bugzilla means Sourceforge bugtracker?

Nice to have a new release.

Why not call it scim-bridge-0.4.15.2?
I think in the future that would be better. :)
