New control and a new layer type

Hi!

I have written the following:

1. A control showing the coordinates of the current extent and centre point
2. A layer showing the grid lines between tiles and tile coordinates, mainly
   for debugging

Both can be seen on this web page: http://tools.geofabrik.de/map/?grid=1
Click on the (+) icon in the lower right to open the coordinates control.

I'd be happy to contribute the code to OL, but I am not sure it makes sense
to have it in the main OpenLayers distribution?

Hi Jochen,

I like both of your additions, so I would suggest:
  - open up two tickets
  - and add patches to each one

Be sure to set the state to review.
