As Mr Bedward mentioned the graph module can answer some of your
questions for the would personally consult a simulations book I have
on my shelf. You can model the cars yourself; or use queuing theory as
appropriate.
You are advised that the main trick with these things is the quality
of your data; so while open street maps will get you a nice road
network; it won't (always) provide what turn directions are available;
or what alternative transit routes are available (example HOV lanes
change direction in Seattle and you would need to take this into
account; in Sydney they have both public and private ferries to
consider).
