Motion: Nominate Paul Ramsey for SVN commit access

All,

I would like to nominate Paul Ramsey for SVN commit access provided he  
agrees with RFC 7.  He might pay attention to the PostGIS driver among  
other activities...

It must be noted that formerly he had commit access to MapServer and I
don't remember if it have been revoked, so the motion is not
necessarily needed.
He's also in the MapServer commiter list:

And as Tamas already wrote, Paul had commit access in the past and is
already listed in the COMMITTERS file so this is really just about
re-enabling and confirming his access.

And I second Howard's welcome for a mappostgis.c maintainer... badly needed.
