Motion: Extend commit rights on the MetaCRS SVN to Martin Desruisseaux, and
Landon Blake.

Martin would be primarily contributing to the testsuite activity.  Landon
would be contributing to this, and to Proj4J.

I declare this motion passed with support from MikeA, FrankW, HuguesW,
NormO, and HowardB.  I'll add them to the commit list and I'm also going
to create a generic MetaCRS Trac instance in which we can place
information on the test suite activity.
