Motion: Add Howard Butler to the MetaCRS PSC

Motion: Add Howard Butler to the MetaCRS PSC as SpatialReference.org lead

Howard is the lead (in close collaboration with Chris Schmidt) of the
SpatialReference.org sub-project, and is also a contributor to libgeotiff.
I think that the lead of each subproject should be a member of our PSC.
