Monitoring of mail volume before and after a mail count

Be it resolved that for a time period of 12 working days preceding any mail count and for a time period of 12 working days following any mail count, excluding a formal dps review, that the NRLCA select one (1) rural route per zip zone per office and record the daily volume of each piece of the following items: letters(raw, dps, and sector segment), flats, parcels and box holders. The standards qualifying each piece as to its' classification shall be the same standards as those to be used and were in use as those standards in effect at the time of the official mail count. Daily recording of these amounts shall be recorded on PS Form 4239. A copy of the 4239 with the end of daily duty totals recorded on it shall be signed by management and presented to the carrier serving on the rural route(s) selected on a daily basis. Management shall be responsible for the tabulating and recording of the amounts during this process just as during the officia! l mail count. The carrier serving on duty on the rural route(s) selected, be he or she rca, regular carrier, or trc shall have the right to verify any and all amounts and or totals during the process. The NRLCA representative for each office or area shall notify local management no sooner than three(3)days of which rural route(s) are to be selected for this monitoring process. Additional compensation, if any, due to waiting time and/or duties such as recounting, "spot checking", verifying qualifying criteria, etc., shall be no less than equal to the same rate as the current level, step, grade, or hourly rate at which the carrier serving on duty is being compensated at the time of his or her service on said rural route(s)
WHY DO YOU WANT TO CHANGE IT The NRLCA will now have actual data figures on hand immediately so as to validate, verify, and compare to the data used in determining route evaluations during the official mail count and/or special count. Any issue(s) regarding even flow of mail, dps percentages, etc. will now be more expeditiously and accurately challenged using the data recorded before, during, and after said counts.
