Maptips Off When Layer Off

I really like the Maptips feature, however the issue I have is that
there are Maptips popping up for features that aren't even visible on
the map. Seems like Maptips shouldn't show up unless a layer is actually
on at the current zoom level.

The way map tips works is like an automatic query. if it's queryiable it will show in the results.  You are correct it does not check min / max scales. and preferably it should.

You should log a ticket on this issue.
