MANUAL OR DOCUMENT YOU WANT TO CHANGE. LEAVE BLANK IF NONE OR YOU ARE NOT SURE Article 9.2.11.A1 of National Agreement
YOUR IDEA OR CHANGE To add; "that there be no special count when it has been determined that the Postal Service did not act in a fair or impartial manner during the latest count or whenever it has been determined that even the slightest act of impropriety existed and/or occurred during the previous count, or when the NRLCA alleges,with just cause, that such conditions and/or incidents were in existence during the previous count and whenever particular route(s) have had DPS converted to the sector segment time factor due to prevailing in a formal DPS review.
WHY DO YOU WANT TO CHANGE IT The way this subsection is written, it allows for the Postal service to cheat, get caught, have the count nullified, and then recount all routes or even a particular route or routes. Also, should a route "catch" the Postal Service NOT maintaining the DPS percentage, the route would gain a considerable amount of time with the transfer of DPS mail to the sector segment time value and then allow the Postal service to take back that gained time only several months after the carrier exercised his or her right to check the percentage. Carriers should neither be punished nor penalized for exposing such deceit and fraud.
