MG RFC 82 - Extend Reader Access by Index is updated with a new Addendum

Hi all,

I added a new addendum to RFC 82 - Extend Reader Access by Index: http://trac.osgeo.org/mapguide/wiki/MapGuideRfc82

The GetPropertyType() by index is missing in this RFC, while it's in FDO RFC 34. So this method also needs to exposed in this RFC. Can you please review this change? If no any comments, I will assume this change is accepted.
