I find the link, http://plone.org/documentation/whatsnew/3.1, in the locales/plonefrontpage.pot, is missing.
How should we fix this?

Hi,

I fixed plonefrontpage.pot and all translations to use the
http://plone.org/documentation/whatsnew url and specify "Plone 3"
instead of "Plone 3.0" or "Plone 3.x".
Thanks for reporting this.

Regards
