I am using LinguaPlone 2.1.1 with Plone 3.1.7. We have two languages on the
site (main is Bulgarian and secondary English). Some of the content is only
in Bulgarian. Is there a way to have some unified page that states
something like "This page is doesn't have a translation" when users click
on the language flag? I thing in older versions of LinguaPlone that was the
behaviour. Otherwise I have to make a separate page for every untranslated
page (and I have to think how to configure the criteria for some
collections otherwise they will list those pages).

I would try asking on the Internationalization list:

Google for BlueLinguaLink and read and understand the description there.
