Legal document adopted by PSC

[Markus Neteler-2]

We had positive dicussions on the legal document which defines
aspects of code contributions, so we hereby declare the current
document as adopted (GRASS 6-CVS-HEAD, rfc/RFC2_PSC.dox at
http://freegis.org/cgi-bin/viewcvs.cgi/*checkout*/grass6/rfc/RFC2_PSC.dox?rev=1.2
). I'll work on getting these documents out as HTML files on
the grass Web site.
