There is something called "perUser managed" which requires elevation (either
"over-the-shoulder" or via some sort of group policy mechanism of
advertisement), which allows access to admin privs during transactions. That
requires that the flag not be set (equivalent to setting InstallPrivileges
to "elevated" and not setting InstallScope or not setting either one).

But what actually is the difference in the outcome between not setting
InstallScope and setting it to perMachine? Actually (at least on my Vista
laptop) it seems what I am getting is always an elevated perMachine install.
So why setting it?
