Increase Strap Out Time to 45 minutes daily

Be it resolved, that pulling down mail (strapping out), is simply not accomplished in 30 minutes or less. The time should be increased to 45 minutes.

I agree that some people that have a lot of deliveries take a long time to strap out, but not all routes take that long.  I only have 200 deliveries and it does not take me 45 minutes to drawn down.  I would want to see the average strap out time for the mail count for all carriers.

Strap out is based on the number of pieces of mail in the case. The current rate, set by Arbitrator Wells, is currently 70 pieces per minute.  We used to get the same rate as city carriers, 60 pieces per minute.  Changing a rate set by an arbitrator would be very difficult.
