Include Ticket # 436 for 3.4.0 release

Hello all, I’d like to see if we can get ticket # 436 included in
the FDO 3.4.0 release. We must have it included if we want to use the 3.4.0 release
without re-compiling, and it is a rather innocuous change. It is just
making the managed dlls delay-load their unmanaged counterparts… Thanks,
