The NALC has determined that as per their contract they have the right to
any new territory that is being developed. The vagueness of their MOU
with the USPS has given the NALC the opportunity, or so they think to
access territory within the boundaries of established Rural Delivery .
The NRLCA has chosen not to make a statement or clarification, so
the need for the local carriers to watch for encroachment of Contract
routes and now City routes is imperative. If you need to argue on
behalf of the Rural delivery you can go to the Handbook P-5 Article
22 and the M-38 Chapter 9. These argue the Supercedure of Rural
Delivery by Contract Services. Your argument is that developing City
delivery in Rural territory is the same as Contracting this territory
and must meet the criteria set forth. Please be aware this is a real
threat and it will be affecting any office with Rural and City delivery
in it's office. Management needs to be corrected if you even hear
them discuss this issue with the representative of the NALC or
any individuals. Please take this threat seriously as any loss of
territory is next to unable to get back. The need for our action
on this issue is greater than that of Contract Delivery and must be stopped.
