The NALC has determined that as per their contract they have the right to
any new territory that is being developed. The vagueness of their MOU
with the USPS has given the NALC the opportunity, or so they think to
access territory within the boundaries of established Rural Delivery .
The NRLCA has chosen not to make a statement or clarification, so
the need for the local carriers to watch for encroachment of Contract
routes and now City routes is imperative. If you need to argue on
behalf of the Rural delivery you can go to the Handbook P-5 Article
22 and the M-38 Chapter 9. These argue the Supercedure of Rural
Delivery by Contract Services. Your argument is that developing City
delivery in Rural territory is the same as Contracting this territory
and must meet the criteria set forth. Please be aware this is a real
threat and it will be affecting any office with Rural and City delivery
in it's office. Management needs to be corrected if you even hear
them discuss this issue with the representative of the NALC or
any individuals. Please take this threat seriously as any loss of
territory is next to unable to get back. The need for our action
on this issue is greater than that of Contract Delivery and must be stopped.

Just to let you know Jay.  This information and instructions on what to do has been addressed by the union.  In our state (yours also) on 4/7/09 info was sent to stewards and members alike about this matter.  Yes we need to watch out on what is going on in our offices but lets also be accurate about the union response.

I was told by one of our State officials that the union's response to this back room deal with the nalc was to pull the NRLCA out of the QWL-EI program.  We received no direction regarding this change.  We have no idea what we can do.  I wish they would put the NRLCA website to some good use and inform us as to what the union's positions are on these things.  I learn more from ruralinfo.com than I have ever learned from the union website.  What is wrong with those people???  They have a perfect way of communicating quickly and easily to their members, and they don't utilize it.

I'm a long-time member and I didn't get the memo............. Is there a link to this info?

I signed up for updates from the NRLCA at their website long ago and have gotten exactly one email from them.

our city routes have started it...we have a new school and subdivision of 400 lots coming in a rural area...and city claims they have first rights..even though they will have to travel about 2 miles into rural territory without a stop?!  sad thing is the rural routes surrounding area are over burdened and don't want it, so they are not making a stink?!...

Don't know why there should be any confusion on who gets what territory.

There is a Step 4 arbitration settlement (binding on a national scale) that stems from a late 1980's attempt by USPS to square routes by shifting city deliveries to rural and rural deliveries to city routes.


The outcome was decided in early 2000-2002 (not exact on the date) and it was mandated at that time that every post office had to provide a map showing the authorized city boundaries. Everything inside the established city boundary would always go to City carriers; everything beyond city boundaries would be handled by rural delivery.

This was of particular concern in places like San Jose, CA where so many farms and orchards were converted to housing tracts. Yes, they have sidewalks and curbside boxes, but because they were previously in rural delivery territory, the deliveries were supposed to be given to the rural craft.

Perhaps someone from San Jose can post whether this became the case.

I work in an office north of San Jose and the rural route that had been carved out of city deliveries was abolished and the territory used to re-establish a city route. Those rural deliveries that had been "squared" to city routes were given back to rural routes.

Been that way ever since about 2002.

I am a local stew and inquired my state stew about this..Acted like no big deal...same with other stuff too.. We've got grievances not addressed..submitted and never heard about again...you call and no call back...Everyone losing money and our stew got a pay raise for not doing the job...

There is an understanding that they will not come into the boundaries of a rural route to claim boxes that are new delivery.  You may need to address this in another manner than your steward.  Have you called the state steward or the NRO?

w had our steward in our office who didnt like to make waves and didnt file grievences when we wanted him to because he didnt want to stir the water so we booted him out and elected a new steward. you may need to also!!

I know this thread is old, but I have yet to see the information you say the union had in addressed in
April??  I am a dues paying member and I have never received a single bit of information about this..  Do tell the solution to this problem, because it is 7 months later and the NALC is still trying to take territory across the country because of the MOU...
