I there a way to comment out lines in a ecf file and if so what is the
method?

Since they're XML files you should be able to use XML comment tags <!-- -->

Thanks very much Colin.  I don't know XML very well so I just want to
clarify your answer a little bit.  Do I need to put <!-- at the beginning of
the line I wish to comment out and --> at the end?
