We have an OIC in the office. Last week the OIC brings in the "subs" to ride the first three hours of the routes. The OIC rides the total route with the regular carriers for mail count route evaluation. Then the regular carriers have to "deadhead" out(from the PO) to where the "subs" stopped delivery. The regulars completed delivery of the route. You not only have mileage and time for the total route, but you also have mileage for going out to complete the route. The regulars rode the route basically one and one half times. Form 8127 would only cover hours......we need the EMA for the extra mileage. What form would cover this? This is the first time I have seen a route evaluation done in this manner. The OIC didn't see the regulars or the subs deliver the mail. I look at it as an incomplete evaluation. Our old Postmaster always rode the total route and we delivered the total route. Any input appreciated.
