Hold Mail Redelivery Should be a Parcel

Be it resolved, that every hold mail that requires redelivery during count, is to be credited as a parcel. The majority of the time the hold mail will NOT fit in the case and has to be treated as a parcel regardless of the fact that a piece credit was received. We received the piece credit because we handled that mail on a daily basis to place the mail on hold, it has nothing to do with the fact we still have to redeliver that mail on another day as a parcel.

I agree that it should be counted as a parcel as long as the mail can not go into the mail box and you have to leave it like a parcel.  However, if it fits in the mail box, no parcel count should be given.

Whether something fits in the mailbox or has to go to the door has nothing to do with determination of parcel credit.  The size measurements for a rigid object were based on whether or not it would fit in the old pigeon hole cases.  Non rigid objects are still credited as a parcel if the do not fit in the case.  We have to make a trip to the hold case to collect this mail on the day of delivery, usually we have to collate the daily bundles into a manageable bundle which usually does not fit in the case, then take it out for delivery without payment.  Of course this should count at least as a parcel.

If it was more than 7 pieces we got a parcel count, was this not in the count info?

The 7 pieces is for DPS mail that went to a business that was closed on a particular day.  You get col. 1 credit for each piece that is delivered when the business is open.  If you had more than 7 individual pieces you would get more than the 30 seconds a parcel is worth, so they only give you a parcel credit.

It depends on the date the hold was issued but I agree, if it can not fit in our case and have to bundle it as a parcel it should be counted as such.
