HELP, static and low sound

Hello, I have windows vista on my laptop and i got the older audacity.  on my old computer, windows xp desktop with the older version of audacity, i could record streaming media or anything playing on programs such as windows media player.  on my laptop with windows vista, the sound is VERY QUIET, even with the volume on the WMP and computer turned all the way up.  i tried changing it to the stereo option on the Audio I/O and there is no option with the word stereo in it.  When I "monitor" what the sound is, it is REALLY REALLY static-y and you can barely understand what the music that is playing is.  What do I need to do????
