GeoTools despots clean up

Hi all,
can I take 5 minutes of yours to look at the following list of
developers and despots as reported by codehaus?

http://xircles.codehaus.org/projects/geotools/members

The list is long, ok, what is more interesting is the current
despot set, which reflects on the ability to admin jira:
Jody Garnett
Martin Desriusseaux
Andrea Aime
Justin Deoliveira
James McGill
Gabriel Roldan
Jesse Eichar
Ian Turton
Hans Haggsrtom (a SOC student of one/two years ago...)

I would say that the project despots should match 1-1
the PMC member list instead?

I'm not sure if PMC members should automatically be project despots.
I'm an example of one who probably doesn't need those priveleges.

Wow - I never knew I was a despot, I could have helped out more with
codehaus problems if I'd known.

I agree that the list should be refreshed but not sure if we need to
stricly enforce a one to one with the PSC. Since our process allows
people to step down to allow others to take part it could happen that a
PSC member steps back but is still willing to do despot related tasks.
But no strong feeling on this.

I agree with Justin. We should not mandate a one-to-one correspondence,
because we have PMC members who may not wish to perform Jira admin
tasks, and reliable admins who may not be on the PMC (e.g. former PMC
members who stood down for membership balance reasons). I am comfortable
with the current arrangements, and support the occasional refreshment of
the despot list.

I would probably say that it is sufficient to be PMC for being a
despot but it is not necessary.

I think of a Venn diagram with the overlapping sets "PMC" and "despots".
As long as there is some overlap and communication, all will be well.

Long long thread. I tried to turn it into action doing the most
obvious thing, that is, I removed from despot position Martin D. James
MgGill and Hans Häggström.
Left everything else as I was
