I agree with Justin. We should not mandate a one-to-one correspondence,
because we have PMC members who may not wish to perform Jira admin
tasks, and reliable admins who may not be on the PMC (e.g. former PMC
members who stood down for membership balance reasons). I am comfortable
with the current arrangements, and support the occasional refreshment of
the despot list.
