I've found this
http://po4a.alioth.debian.org/ tool that could be useful
for maintaining GRASS documentation.
(from the website) po4a supports currently the following formats:
* manpages
* pod
* xml (generic, docbook, xhtml, dia, or guide)
* sgml
* TeX (generic, LaTeX, or Texinfo)
* text (simple text files with some formatting)
* ini
* KernelHelp
Could be worth a look by someone with more experience than myself.
