[GRASS translations] GRASS 6 and Vietnamese translation fixed

Hi,

maybe some of you wondered why you never saw Vietnamese
messages in GRASS 6. Today I discovered that the country
code was wrong (was vn instead of vi). So it didn't find
the locale... sigh.

Fixed now in CVS, it will appear in the next release.
