I'm afraid I'm arriving a bit late at this conversation and a bit out
of context. Could we have some more information before answering any
questions? I just want to make sure I understand what we need and

Oops, this is the first time I see this Q -- maybe I missed a mail or something.
How would you picture such a link? Like, an anchor link or an
interoperability layer w/ API etc?

If we mean "Add Grass as a project to Transifex.net", the answer is
"of course!". Transifex supports some standard directory structures to
locate PO files. I took a look at the code and noticed it has a
non-standard naming scheme for the languages-files, which causes Tx
not to identify them correctly:
