It is possible to delete measures (see the "Measure Operations" page of
the handbook for details).
Developers,
At one point during the 0.9.4 prereleases the regular selection turned
to a time-based selection immediately after pressing delete. I kind of
liked that. Otherwise I would recommend integrating a time-based delete
command to the Edit menu during regular selections. I think either one
would make time-based delete more discoverable.
