From Rural PTF to Regular Carrier

In our office, they were making us PTF -(a career position) before we were awarded a regular route.
Our first step increase should be 96 weeks after we had become PTF.  Well, as soon as we had become
regular they pushed back our step increase.  We have had to call human resources and straigten this out
one by one.  

I'm just curious, has anyone else in other districts had this problem?

Sounds like a computer glitch in the software but i'm glad everything got straightened out.
