As Tim says, the lack of freely available geodata is a big problem in the UK, and one that the local chapter is keen to rectify. We are in the process of compiling our own list of data, which you can find here:

http://www.osgeo.org/geodata. For what you're after I would concur with Tim and recommend the OpenStreetMap datasets.

You can download Shapefiles (ESRI format) for the UK from OpenStreetMap data at:
http://downloads.cloudmade.com/europe/united_kingdomThis is a zip containing a few different shapefiles: administrative
areas, coastlines, highways, natural features, points of interest and
water features (rivers canals etc). Worth a look.
You may, in addition be able to obtain some boundaries from the ONS,
free as in beer but likely to be under some form of crown copyright,
downloadable but delivered via CD.
