Correct - version 1.1.

Correct.

The Filter 1.1 specification was updated to work with GML3 (which
represents ISO Geometry 19107 - so Point, Curve and Surface - and
"Trans Finite Set").
This is much more complicated then the model used by JTS which is
Point, Line and Polygon - and "Geometry".
> OGC filter encoding specification?
yes it is; our implementation goes beyond the specification and will
work with a couple different kinds of geometry. We just want to get
things done.
