Example: Carrier A in Carrier A's office wants to transfer with Carrier B in Carrier B's post office.
When Carrier A transfers to B's office, he does not in all likelihood actually get Carrier B's route.

First, all the carriers in B's post office can bid on B's route and get it. Then they get to bid on any
routes left open when B's route is taken. Finally, Carrier A gets to bid, usually on the least desirable
route in B's office.

So in essence, when Carrier A transfers to B's office, he loses all seniority and drops to the bottom
of the totem pole for bidding rights in B's office. He only gets whatever route is leftover after all the
other carriers in B's office have bid. So they get the most desirable routes and Carrier A acquires the
least desirable one. It works the same way for Carrier B when he transfers to A's post office. Therefore
it more or less a Rural Carrier Office Transfer and not a person-to-person, or route-to- route transfer.

Only if both post offices had just one rural route would it be a person-to-person, mutual,
and route-to-route exchange.

Because of this process, there is no need for a carrier to list on his transfer request
any of the following (unless of course, his post office only has one route) :  the length of
his route, the size of his route, his day off, his starting time,  the number of boxes on
his route, or any information regarding his route.  Instead, only information which pertains
to his post office is necessary .  They are as follows:
 
1) the number of regular routes in his post office.
2) the number of auxiallary routes in his post office.
3) the number of regular routes that have an LLV (long life postal vehicle).
4) the length of shortest route in the office
5) the length of longest route in the office
6) the size of smallest route in the office (example 41H)
7) the size of largest route in the office (example 45K)
8) whether or not the post office has any growth potential for new rural routes.
9) the starting time for the smallest and largest route in the office.
