ADJUSTMENT OF EMA RATE TO 51.5 CENTS PER MILE
The Bureau of Labor Statistics (BLS) has released the February 2009 CPI-W Private Transportation Index. Based on this release, the Equipment Maintenance Allowance (EMA) will decrease by 1.5 cents to 51.5 cents per mile.

Therefore, in accordance with the provisions of Article 9, Section 2.J.3 of the USPS/NRLCA National Agreement, effective April 11, 2009 (Pay Period 09-09), the Equipment Maintenance Allowance (EMA) will decrease from 53.0 cents per mile to 51.5 cents per mile, or a minimum of $20.60 per day, whichever is greater.

Auxiliary Rural Carriers, Rural Carrier Reliefs, Rural Carrier Associates, Rural Carrier Part-Time Flexibles, and Auxiliary Assistance

Employees providing auxiliary assistance or serving auxiliary routes under the provisions of Article 9, Section 2.J.5, will receive EMA of 51.5 cents per mile or $5.75 per hour, whichever is greater. The EMA will not exceed the amount provided in the special EMA chart for route stops and miles.

PT, that is very interesting to me from a mathematical standpoint. About a week ago on the EMA thread, I calculated that according to the formula in the contract @ 9.2.J.3, the EMA would be 51.94 cents, which SHOULD round to 52 cents, not 51.5.  I went through and calculated the last 5 EMA changes, and I'm dead-on for the first 3, but the last 2 are 1/2 cent lower than my figure, so I'm not sure exactly HOW the NRLCA is doing the calc!!??

Here's a copy of my post from 3-25 under the EMA thread:

Looks like I've been asleep at the wheel on this one. The CPI for February came out last week, and though I looked at the possible effect on our COLA, I totally forgot that February is the trigger month for EMA!!!!

Using the formula, and the transportation index for Feb., I get 165.976/139 X 43.5 cents = 51.94 cents, which I assume rounds to 52 cents. In other words, it looks as if our EMA has dropped another penny.

Jan 190.918
Feb 190.639  EMA = 57 cents
Mar 195.710
Apr 199.556
May 206.757 EMA = 62 cents
Jun 213.633
Jul 214.533
Aug 207.796 EMA = 65 cents
Sep 204.785
Oct 192.198
Nov 170.87  EMA = 53 cents
Dec 160.914

2009

Jan  163.215
Feb 165.976  EMA = 52 cents (according to my math, which could be wrong) ANNOUNCED EMA = 51.5

==========================================
Here are my figures:

Feb 2008 calc

190.639/139 X 41.5 cents = 56.917 cents

May 2008 calc

206.757/139 X 41.5 cents = 61.72 cents

Aug 2008 calc

207.796/139 X 43.5 cents = 65.03 cents

Nov 2008 calc

170.870/139 X 43.5 cents = 53.474 cents

Feb 2009 calc

165.976/139 X 43.5 = 51.94 cent

Button, button, who's got a button??
