The EMA rate should NEVER be allowed to go lower that the Postal Mileage rate (or the IRS rate). A postal manager should not be compensated more for driving 40 miles to a meeting (45 minutes driving) than a carrier driving 40 miles while delivering 600 boxes (using 4 hours of gas).
