ECN0011 implemented (varistor cleanup)

Nobody complained, so I implemented ECN0011. There's one change:
instead of renaming C4902 to D4909, I renamed it to D4905. This
way, we don't have a gap in the TVS numbering.

Anyone care to review ECN and implementation ? It's as simple as such
things can get, but it would still feel a little fishy if I approved
it myself :)
