Be it resolved that the Postal service apply a special handling charge to each item mailed with the markings Do Not bend, fold, etc... and pay the carrier the appropriate rate for the special handling of these items.
Reason for change: The present system of allowing these markings, even on bulk mailings, coupled with the confusion created on the proper crediting of these items during a mailcount, and leaving the designationof these items as flats, letters, or parcels by management and the carrier, may lead to the carrier being made responsible for the damage to the item.
Eliminate the ambiguity by charging the appropriate rate for items with those markings. Put the burden of responsibility on the mailer, not the carrier
