The President of the NRLCA currently is not required to make a report to the membership detailing all contractual agreements made between the USPS and the NRLCA, and whereas currently no language exists within the NRLCA Constitution and Bylaws to disclose how individual national officers voted on contractual issues brought before the national board for the purpose of voting,
PROPOSED LANGUAGE: All board votes pertaing to contractual issues shall be posted on the National Web-site, at the close of business each Friday , with a clearly identifiable link directing interested parties to said voting results, and remain there for a period of 180 days. The results of these board votes will include, but not be limited to, MOU's, Grievance dispositions, and any other agreements reached between the Postal Service and the Association at the National level that required a vote by the National Board.
Each individual Contractual issue qualifying for disclosure will be listed with the following additional details: a brief identifying description, the date of the agreement, the date of the National Officers vote on each issue and each individual National Officer shall be named along with how they cast their vote on each individual Contractual issue.
Further, a Special President's Report shall be printed and distributed at the first full business session of each National Convention, to all delegates in attendance,containing a summation of all National Board votes, as listed above, since the last National Convention concluded.
INTENT OF / REASON FOR CHANGE: to insure accountability of our elected National Officers and to account for all Contractual changes and agreements made between the USPS and the NRLCA, and to disclose to the members of the association the effectiveness of all National Officers, by naming each National Officer individually and how they cast individual votes on Contractual issues effecting the members of this association.
