Detour compensation

Change the compensated time for a detour from "over 30 days" to "over 7 days".  Rather than a route adjustment until the detour is done, compensate the carrier at 2 minutes/mile for a deviation.

I agree.  I don't know where that 30 days ever came from anyway--to make bookkeeping easier I guess; but we have the precedent for the 2 minutes a mile now, so why not do it that way.  And after the detour has been for 7 days, make the compensation retro-active.  Why should we eat a required deviation even for a week.
