 I have noticed that in my office when the express mail comes in, the clerks scan it in and highlight waived signatures and make note of bad zip codes, etc.  My point is that the clerks are getting hours with the express mail (and good for them) while the rural craft , primarily the RCA, gets nothing.  Well, today, we got in well over 150 pieces of express mail and management called in subs off their routes from the street as well as even calling subs that work from other offices to get the express delivered.  Why should "we" bail the contracting carrier(s) and the Postal service out ?  You either contracted out the express mail or you did not.  Oh, I see, when it comes in late and there are a bunch, then we can use real postal employees.  When it is convenient for the employer.  This is not the first time this has happened in my office.  I always feel real bad for the RCA sitting at home who has already been hung out to dry and sold out with MOUs while these slack contract carriers are doing the work an RCA should be entitled..  I do not get help when I get hammered and the mail comes late.  It seems that the contract carrier is treated differently than the regular carrier.  The contract carrier gets help.  Calling subs off of the street.... having a cell phone IS NOT a job requirement.   Tomorrow will be worse. There will be even more express mail and it will arrive even later.  I will again lobby on behalf of our craft and make it known to the contract carriers as well as my postmaster that this is totally wrong.  While I am against contracting out any postal work, you either contacted it out, or you did not.  We handle it always, or not at all.  If a clerk can get hours with it, then we shall get hours with it.  Let's keep it fair and even throughout the system.  To my brethren out there, primarily RCA, I am so sorry that your union has let you down.

what does your RCA s think of this JJ? do they just meekly accept the crumbs offered to them? or do they question the practice? Im curious..because i KNOW what my response would be.....but then again..im in a unique position to question!

Have u contacted your Assistant State Steward or State Steward? file Grievance on contract carriers doing express as I was made to understand that people who are awarded contract routes are to do only that, deliver the mail on that contract route. (hope a grievance was filed on any and all contract routes.)
