Content Rule - Object removed from this container - Not working

Hi

I want to create a content rule that is actioned when an object is removed from a container.
What I want to do is move/copy the document to another folder (an archive), however this doesnt seem to work.

Is the document deleted before the rule is enforced and thus there is nothing to move?
If that is the case then the move and copy actions shouldnt be available for this trigger.
Has anyone else tried this?

Has anyone tried this, should I log as a bug?
Is there an alternative way to achieve what I am describing, would it be possible to change the logic behind 'delete' so that it moves the file to an archive instead.
